Yom Kippur doesn’t atone for offenses against other people unless one appeases them. It is written, “You shall purify yourselves (from your sins) before Hashem,” meaning that only those sins that are “before Hashem” are purified on Yom Kippur, but interpersonal offenses are not atoned for on Yom Kippur until one appeases the offended.
