Question: Is it correct to recite tikkun chatzos this year (5782 – which is shemittah) on Tisha B’av?
Answer:
We have previously quoted the Ben Ish Chai in his sefer Rav Po’olim (Cheilek 1, Sod Yeshorim, Siman 10) who quotes the Emes l’Ya’akov who maintained that during the entire shemittah year, tikkun Rochel (one of the components of tikkun chatzos) is not recited.
(The Ben Ish Chai (ibid) discusses at length the reason why this only applies in Eretz Yisroel, but in chutz lo’oretz tikkun chatzos is recited as usual even during shemitta.)
On Tisha B’av in a regular (i.e., non-shemitta) year tikkun Rochel is recited, but not tikkun Leah. In a shemittah year tikkun Rochel should not be recited because of shemittah, therefore on Tisha B’av during shemitta, tikkun chatzos should not be recited altogether.
However, in chutz lo’oretz tikkun chatzos is recited as usual during the shemitta year, therefore on Tisha B’av tikkun Rochel should be recited, but not tikkun Le’ah.
