The short answer is that the most ideal solution in your situation is to say v’sein tal u’motor in shema koleinu and not say borech oleinu.
This is a way of avoiding the machlokes haposkim discussed below, since according to the Poskim who require one to say v’sein tal u’motor you are saying it in shema koleinu and according to the Poskim who maintain that you should say v’sein brocho as in chutz lo’oretz, the mention of v’sein tal u’motor in shema koleinu is inconsequential .

The Be’er Heitev (OC Siman 117 s.k. 4) quotes three opinions regarding the opposite situation of a ben Eretz Yisroel in chutz lo’oretz:
• The Maharikash maintains that if this individual has a wife and children in Eretz Yisroel he should say v’sein tal u’motor even while in chutz lo’oretz.
• The Mahari Molcho (and other Poskim quoted in the Be’er Heitev) maintain that this individual says v’sein brocho [i.e. he goes after his current location].
• The Pri Chodosh maintains that it depends on whether or not he intends to return to Eretz Yisroel during the year; i.e. if he intends to return in the current year he should say v’sein tal u’motor following the dates of Eretz Yisroel; otherwise he should follow the custom of chutz lo’oretz.
Although the Poskim quoted by the Be’er Heitev only discuss the situation of a ben Eretz Yisroel in chutz lo’oretz and not a ben chutz lo’oretz in Eretz Yisroel, it appears that the same criteria apply in both situation (and it is clear from the Mishna Berura that we can extrapolate from one to the other).
The Mishna Berura quotes the opinions of the Pri Chodosh and the Mahari Molcho but does not write a clear conclusion as to which opinion to follow. We also find no clear consensus in the contemporary Poskim as to which opinion to follow.
